相信很多外國朋友來台灣旅遊,看到大家幾乎人「腳」一台機車四處趴趴走一定忍不住想要參一腳來體驗體驗了吧!

根據我查詢的google資料跟電洽新竹及南投監理站,簡單整理如下:


1. Reciprocating Countries
Please check this list (link 1)(link 2)(link 3to make sure if we both sides have reached reciprocating agreements.
For instance, if Taiwan's international driving permit (IDP) can be used in your home country, then your IDP is also acceptable here.
首先最重要的,先確認你們是否為台灣互惠國(link 1) (link2)(link 3)(注意:此連結可能非最新資料)。簡單來說,如果你們承認台灣的國際駕照那台灣也承認你們的,大家互相互相啦~^^


2. Prepare documents
You need: a.  passport, b. international driving license, c. your native driver license.
Just reminding, don't forget to apply for IDP in your country before coming to Taiwan. (<--This is important!) This article is for short-term vehicle renting (under 30 days), please contact any Motor Vehicles Office of us for further information if you have needs for long-term usage.
如為台灣的互惠國,租用機車請預先準備好:護照、國際駕照,跟你們自己國家的駕照。國際駕照需要在你們國家先申請好,來台灣是沒辦法在這邊辦的喔!
這邊是針對短期旅遊且無居留證的外國旅客所需準備的資料,如果是長期需要使用機車或是有居留證的外國人,建議你們直接電洽台灣任一間監理站做詢問比較保險喔。

3. Register your IDP (free of charge)<--recommended
Although registration is only needed for long-term usage of vehicle, staff from Motor Vehicles Office kindly suggests foreign tourists can register it to prevent getting a traffic ticket. It is because that some reciprocating countries just need IDP to ride around Taiwan while others need IDP and their native driver licenses. It is quite difficult for police officers to check if you just need one approved document or two. Under this condition, police officers will give you a traffic ticket (if you don't have registration sheet). If you are from reciprocating countries and prepare right documents with you, this ticket won't be a problem by asking Motor Vehicles Offices for help. 
Also, Motor Vehicles Offices are the places where you can register your IDP. 
另外,監理站的小姐也很好心地建議,因為每個國家跟台灣互惠的狀況皆不同,有的須持國際駕照跟他國駕照,有的只持他國駕照就可在台騎機車也是有可能,但是路上的警察無法一一查證是否你是台灣互惠國、互惠條件的文件是否有備齊.....等等,所以如果沒有辦理「國際駕照的簽證」,一般警察都會先開單,旅客事後可以去監理站詢問那邊的人員要怎麼取消罰單。(如果你是互惠國且有備齊文件當然沒問題,只是較費時間)
所以她建議外國旅客可以先持第2點的文件到台灣任一監理站辦理「國際駕照的簽證」(免費),這樣騎車如果遇到警察杯杯臨檢之類的,就不用怕了。

4. What type of motorcycle can I rent?
In Taiwan, 50, 90, 100, and 125 c.c. motorcycles are the commonly seen types, and Taiwanese who hold light duty driving license can ride 50 c.c. motorbikes while owning general heavy duty one can ride the motorbikes below 125 c.c..
In our traffic rules, holding a driver license of car can only ride/rent light-duty motorcycles (50 c.c.) from Jan 2015, riders can't use car license as a legal license to ride on 50cc scooter, but I'm not sure whether it is applied to foreign tourists as well. So it probably just depends on the rules of scooter renting stores, I think.
以台灣人來說,常見機車駕照有分「輕型」跟「普通重型」,機車一般分50、90、100、125c.c.,輕型駕照只能騎50cc的機車,普通重型則125以下通吃。台灣人如果僅持有「汽車駕照」,則在機車行只能租用小50的機車 最快明年一月開始,台灣人持汽車駕照無法騎乘機車,需有機車駕照才行。外國遊客也受限此條例則看機車租車行各家的規定了

以來台觀光最多人次的外國旅客來講: 
日本:台灣互惠國
韓國:台灣互惠國
香港:台灣互惠,使用機車30天以下免換發台灣駕照或加簽 (其他參考資料)
澳門:台灣互惠,使用機車14天以下免換發台灣駕照或加簽
中國:非台灣互惠國 (據背包客棧網友所說,除非中國旅客持有像是澳洲或是新加坡他國駕照才能租賃),其他可參照這篇的2,3,4點方法(1是非法的):click here

6. Just note that even you are from reciprocating countries, some of Taiwan's motorbike rent stores might decline to rent to foreigners. I guess besides language barrier, dealing with traffic incidents would be a headache to them (you know.....our native traffic laws may not be totally applied to non local civilian.)
I personally recommend you can e-mail motorbike rent stores in advance for inquiring available scooters and willingness to rent.
要注意的是,即使為台灣互惠國,但很多台灣的機車行仍不願租機車給外國旅客,除了語言之外,我個人認為意外事故發生的處理也是一大問題,建議先mail或電洽意屬的機車出租行是否有空車且願意租給外國人。

 
在此順便提醒外國朋友們,如果非台灣互惠國,或是你並無備齊租賃機車所需資料,請千萬不要以多塞錢或是拜託老闆通融這種方式租車,主要是「無照駕駛」如果被警察抓到會罰錢外,老闆自己也會有很大的麻煩,這點還請特別注意。
